What market-based decarbonization programs are New England
The retail energy space has transformed quite a bit in the Northeast. State legislatures and environmental activists have raised the salience of carbon reduction, and the conversation has generally disadvantaged traditional energy sources in favor of electrification.

Since 2022, Massachusetts has been attempting to implement a Clean Heat Standard (CHS) in the Commonwealth. This is a policy that aims to reduce emissions from home heating by placing financial obligations on stakeholders that deliver carbon-emitting energy sources. Participation would be mandatory: companies must either generate clean-heat credits — such as by blending biodiesel — or purchase them from others. Credits may also come from actions like installing heat pumps or improving home weatherization. A Massachusetts CHS would be likely to reverberate through other states in the region. We’ve seen other states in the Northeast, including Vermont and Connecticut, considering comparable programs, though they have not proceeded as far as Massachusetts has.
